To be honest i think you just had a bug, i have relocated like 4 times since it was added and never had an issue nor have any of my friends and fc members who used same feature had any problems what so ever.

It looks like majority of the posters in this thread is playing in NA but for example on Lousioux (EU) we have probably 30-40 smalls available and 10+ mediums from my finding (last checked yesterday).
