Steps:
1. Party cleared Phanton Train Savage in a cross-world party finder. 2 chest dropped from the boss kill. Both pieces of gear that dropped (Diamond bracelet of Healing and Diamond tassels of healing) were Need rolled by myself and Evera Muni of the Sargantas server.
2. Evera Muni won both drops. There is a limit of 1 piece of gear per player per week. How did they obtain both pieces of gear?

There is no limit to one piece of gear per player in savage raids. It is just limited in that you can only recieve loot on your first clear for the week.
