Glamour Dresser plate not applying Glamour for shisui joi of scouting body

Shisui Joi Of Scouting and Shisui Kohakama Of Scouting doesn't apply, it has an X on the glamour plate (I was in NIN 67 Class)
No issues applying shisui joi of striking to MNK 70 class

Note both item are at lv 270 and I have no idea why Shisui Joi Of Scouting and Shisui Kohakama Of Scouting have red x on them my current class is Ninja Lv 69 and these items are for Lv 63

It appears that the Glamour itself is level 60. It does not meet the level requirement. To apply glamour successfully it would need to be at least level 63.

Took me a while to understand what you were saying , so my current costume is a lv 60 vs the glamour set a lv 63. I always thought item level was the only measurement. Thanks for the clarification

Correct. It's #2 in this list of requirements:

Glamours may be cast with any items that meet the following conditions:

1. The base and projected items are of the same type.
2. The equipment level of the projected item is equal to or lower than the base item. (Note that this is not the item level, it's the minimum character level that can use the item)
3. The base item and projected item can be equipped by the same class or job.
4. The base item and projected item can be equipped by the same gender or race.
