Steps:
1. I leveled up my Thaum to lvl 30, and completed necessary all thaum missions.
2. I leveled up as an Archer to lvl 15.
3. No new mission appeared from Yayake to start the Taking the Black mission.
4. Searched the web and forums to see if I had missed a prerequisite.
5. Messaged GM about the issue and was told to post on this forum.

You are most likely missing the level 20 Main Scenario quest "Sylph-Management". You also no longer need to level a second class to 15 as of patch 4.0.

I completed that quest already.

No, you haven't. That quest comes after chosing a Grand Company, something you have not done yet. You need to continue the Main Story to be able to unlock your job (and almost everything else in the game for that matter)
