That was my point, she made her reforms and created the guild in 1563. When he was 13.

I don't think you have your timelines right... Merlwyb didn't become Admiral until 1572 during the events of 1.x. And the Upright Thieves weren't reformed into a guild until after the Calamity. Typically I'd say maybe you're thinking about the Upright Thieves proper but even then they were founded in the year 967 of the Sixth Astral Era. If Jacke is 27 now he'd have to have been 22 when he became Guildmaster at the youngest, that is assuming the Upright Thieves were turned into a guild immediately after the Calamity..
I took the dates directly from the lorebook. If you want the citations, I added them to the wiki page I linked earlier.
Moreover, Merlwyb became Admiral directly following the assassination of her predecessor, which was part of the conspiracy of Sthalmann Sthalmannsyn (known today as Rostnsthal) in 1563. I think you are confused by the fact that half the 1.0 Limsa story intro (like the others) is, in fact, an Echo of nearly a decade prior.
Any instance where a Circle of Knowing member shows up before Futures Perfect is an Echo. Also notable that the Gridania Echo is the only time you ever see the real Yda Hext.

Wait really? Wow... that's a kind of big thing for like 90% of internet sources to gloss over. I really need that damnable book.
To be fair, it wasn't explained very well at the time. I think the concept that the echo was weaving in and out was lost on most people.
Yeah, it's surprisingly obscure lore. All of Minfilia's backstory is in the 1.0 Ul'dah start.
That 1.0 echo...
