Wind up Bismark should use Bismark Baleen, not Expanse, should this be fixed?

I'm a bit confused why crafting a Wind up Bismark uses an Expanse Baleen instead of the Bismark baleen.

Is this a mistake on the recipe.
Each other wind up primal uses the crafting item of the primal name.

Ifrit Horn for Wind up Ifrit.
Garuda Feather for Ifrit

and so forth.

Expanse Baleen should be tied to the more expensive items like weapons and so forth and the Bismark Baleen should gain value by being for Wind Up. It also keeps things consistent.

If the other wind-up primals are anything to go off of, switching out the expanse baleen for Bismarck's baleen will not increase the value of Bismarck's baleen significantly, just drop the value of expanse baleen and the minion.

I honestly think either the baleen needs some change to its drop rate or for the minion to use the Bismarck Baleen.
I just finished run #95 and I still have never seen it drop at all.
