Could you be a bit more specific? I think shivas attacks are mostly instantly with no casting bar. Unless you're talking about your cast bar which would be the progress bar. If so, you may have toggled it off in HUD settings.

She has some attacks that are predicted by means other than seeing her casting them. You can see Glacier Bash via the cast bar, for instance, but there's no cast bar for something like Icebrand. To know it's coming, you have to notice that she has drawn her sword. There's also an effect icon she gets in her list for it. And at least the first time she actually has text talking about it. But not later times, so don't rely on that.

So if you see the cast bar for things like Glacier Bash but not things like Icebrand, that's just how it works. If you don't see it for anything at all, then I doubt your issue is limited to specifically Shiva extreme (and you probably just toggled it off accidentally via HUD Layout).
