I have tried everything here, and the only thing that seems to be working is DX9. I HATE using DX9. This isn't a solution. Since the creators update, I've crashed more times than in the last two years. Please give me some direction here.

And now it's doing it on DX9 too. I'm at my wits end at this point. This has never happened in my three years of gaming with ffxiv.
Something to note on this, if the SB Benchmark is anything to go by, DX9 will no longer be supported. This means they either need to legitimately fix the DX11 issue, or just allow it to continue and deal with an angry playerbase. So I feel that this is going to go away with 4.0. Additionally, usually when this happens to I just restart the game a couple times and it works, although I've only had it happen a few times.
So basically my entire gaming laptop is becoming a complete dud thanks to this and I don't even know how I'll play Stormblood at this rate. A factory reset hasn't worked, a clean driver install hasn't worked, and the problem ONLY happens with FFXIV DX11 (and now DX9). Whatever is being messed with should be looked into because at this point it's only depressing me to try.
Am also having this issue with DX11. With DX9 it works alright, but I have times when the graphic resets itself as if it were changing the resolution while in the game.
So funny thing about this: guess what fixed it... well, I'm not entirely sure if it was. I just used Windows 10's pc reset program and had it wipe and reinstall everything on the drive. Then I installed an older version of AMD's driver (16.11.5), turned off DVR + Game Mode, and reinstalled XIV. Hasn't crashed yet.
Removed the drivers and rerolled back to 16.11.5, which is the latest not-Relive version of AMD drivers. Played around 2+ hrs on dx11 and didn't get a single crash. All DVR + Game Modes are off. I'm gonna check back here if I get a crash which may or may not happen =/
NVIDIA still seems to be crashing no matter what, so. Lucky whoever doesn't have it
https://pastebin.com/y5XJwUSU my system info, at this point I'm not sure what can be doing it.
Edit:
At this point, even the microsoft folks can't seem to help. I've opened a support ticket with s-e too, so I'm hoping someone will look into the client because literally nothing is helping at this point.

Have you tried doing a clean install of the drivers? Not the install, but choose expert settings and checkmark the box to "Perform a clean install".
Just be warn, it will delete the preferences such as the 3D settings and any specific game profile settings you have setup in the SLI options of the Nvidia profile.
I have not only done a complete clean install, but I have:
- Factory Reset my system
- Installed the very latest Nvidia drivers
- Turned off game mode and anything with overlays, including Discord
- Have absolutely nothing else causing conflict
- Clean installed DirectX
The only change is that Windows Creator's Update has been installed. This problem did NOT happen before it, and my graphics card is absolutely brand new. I just had it replaced because my last one was messed up after creator's update and kept sending my laptop into a restart loop. This is NOT happening with any other game. Just FFXIV. The problem is on the client's side for certain now, and I don't know how I'll play Stormblood if they don't fix this.
The problem is fickle and keeps happening regardless.
