Hi there! Nope, but contestants must have a permanent residence in a PAL territory country. You can check the rules here. It doesn't matter in which data centre you play in, only your account region matters.

Hey there!

The screenshot must be taken inside a Free Company House, Private House or Apartment. You can take the party picture in another FC's or friend's house, as long as the other FC or your friend is OK with it. So, no worries about owning your own house!

My boyfriend's forum acc is banned throughout the time frame of this event but he wants to enter (out of the two of us, he's the only one with the EU acc, I'm NA). How will that work?

Given you cannot post in behalf of others, it seems your boyfriend cannot participate.

Then rules says

Contestants must possess an active Service Account

and your friend's service account is right now partially disabled by forum suspension. Without Moderator's mercy I guess it cannot be helped.
