Eh... They haven't even begun doing all the changes from the first one and you already want another? I'd rather want to see them implement proper story content AH and real jobs before getting a new poll. Also when they do that poll I hope they ask us if these class changes and small UI tweaks have been sufficient.
No it's not the same thing. When you talk about software versions it translates into version 1, update 20, i.e. 1.20. Dropping the 0 changes it to version 1, update 2, which happened 17 updates ago. When the next update comes about, we're not adding .01 to 1.20, we're increasing the update count by 1 to 21. Likewise, 1.99 doesn't become 2.0 rather it goes to 1.100.
If you prefer, think of it like a calendar date, 1/20. Each new update is the next day. The day after the 20th is the 21st. The day after the 2nd is the 3rd. 1/2 and 1/20 refer to different days of the month.
And I won't even get into the some of the stranger software version conventions: 5.1.2 or 1.2.0.1.
