Nvidia 980 dx12 sudden fps drop

So, one of my ddtatic members has recently started experiencing ridiculous fps drops. So a week ago he was running at 100+ fps and for the past few days he has Bern having unstable fps jumping around from 25 ,49, 59, so on. Not sure what the issue is was wondering if anyone had any ideas. None of his setting have been changed in this time it just suddenly started doing it. He was getting blue screen crashes with a Logitech issue but that has been resolved and he is still experiencing the fps dropx. Like I said literally nothing has changed. We have tried messing with some of the settings, uninstall/reinstall ffxiv, uninstall video drivers and reinstalled and updated, nothing is working. I'm stumped.

Also, we have dropped the client down to dx9 and he is running at a steady 60 fps with no jumping so technically we found a fix. But I'm wondering why it isn't working the same way as it was a week ago when nothing has changed

there is no dx12 yet
is he using windows 10?

Yes he is using Windows 10. But I'm saying he is running dx12 on his pc. He was running ffxiv on dx11

I also should add that any other game he plays does not give him this issue.
