lol Eldeniel's PS4 method didn't work directly, but changing back to my original WIFI settings finally forced the game to update to 4.03 as it was still on 4.01 causing the error.
Maybe that was the purpose of the method if it is then it worked
Just glad we are finally getting ps4 helpers here. In the past ppl always only show fixes for PC

I´ve tried Eldeniel´s method, I´ve tried changing from cable to wifi, I´ve been waiting for some hours now and still it does not work,
It also wont update from 4.01 to 4.03?

Have Contact the support but since it affects so many still havent got any answers, not even that they have recieved my mail

I may have a fix. I sent an e-mail an hour ago to SE and someone came back to me. Follow Eldeniel's method up until MTU settings, but instead of automatic, go to manual and set to 1470. Complete as usual, test connection, and go straight back into FFXIV, when I did it began the download. I don't know if this will work for others but it worked for me

Tried everything but i still stuck. Maybe it is some delay. I have no more ideas what to do. I dont want to reinstall the entire game. It takes hours and not even sure it solves the problem. :/

Ok i just got it to work, what i did was teather my phone internet to my ps4 instead of my usual connection.
Upon doing this and launching the game i got the update then switched back to my main connection.

Hope this helps any who are still struggling

This worked for me super easily, I have an iphone 6s and connected via my 4g, worked like a charm. Thank you so much for the advice! <3

Not even tethering it to my phone helped. Still not downloading the update.
Also, still nothing from SE, thanks for the customer support. A simple "we're aware of the issue pls be patient" would already have been enough.
