I had the same problem, stopped at 477mb on a certain file while trying to download and re-install.
I was trying to install from a fresh copy of windows 10. Firewall disabled, no anti-virus installed, plugged directly into modem, nothing worked. Spent a few days trying everything, even uninstalling and reinstalling the game.
The only thing that definitely worked is by downloading a VPN called CyberGhost.
The VPN is free, but with that, it's slow and clunky, so what I did is used it to download the one questionable file that gave the errors, closed the FFXIV client, shut down CyberGhost, and proceeded to download the rest of the game & patches without a hitch.
For some reason, this file errors out on a lot of people. I would strongly suggest trying that VPN, downloading that file in question, and unstalling the VPN afterwards.
After you install the VPN, click on the protect my internet connection button and then proceed to download FFXIV. This should solve your problem. Reply back and let us know if this works.
