Thread: Unable to type some symbols ingame post 1.19

Details: Can not type the following symbols ingame post patch: ' " and ^
I can see others typing them, but I can not type them myself. Can type them fine outside the game as you can see.

Date & Time: ever since 1.19 patch
Frequency: always

PC Manufacturer & Model Number: home buildt
OS: Win7 x64
Graphics Card: Geforce 470
ISP: Wahoo
Type of Internet Connection: Fiber optic
