Even though i'm currently running as SCH in my static id like to be able to switch over to AST once it's been balanced. To minimize the headache that will be regearing i'm trying to figure out it's stat weights in comparison to schs.

I thought there wasn't enough high-level gear yet for optimizing stats to be done on healers via switching gear, so stat weights didn't matter at all?
Peach Parfait/Khulan Angura on Gilgamesh
You can mix and match the savage alex gear with the eso gear. So in my eyes there's absolutely a bis for healers.
Healer sub-stats have never mattered and still don't matter. Most ASTs are stacking crit.
WD, MND, VIT, and defenses pretty much trump all else.
That being said, when the choice presents itself, I favor DET/PIE for both WHM and AST, CRT/DET/PIE for SCH.
Spell Speed thus far doesn't seem to grant a large enough boost to HoTs to compensate for its relative uselessness for healing purposes. Spell Speed does offer something for DPS (both for hard-cast nukes and at least to some extent for DoTs now), but IMO it brings very little to healing if you already know when and what you're supposed to be healing.
Crit is great for SCHs because of Adlo, but for the other healers it's...ok. Not that anyone has much of a choice at this point due to limited gear options, of course.
No? Unlike DPS, there is no mathematically optimal stat for healing because all that matters is using the right spells at the right times. Crit, det, SS, and piety have been and are 100% based on preference. The only real exception is SCH because of crit shields and even then, it's not like a SCH that stacks det and little crit can't clear or has a harder time doing so. The reason ASTs are stacking crit is due to the lack of emergency heals and chain-casting Benefic anyways, but again, it's not like it's any better or worse than a AST that stacks det.

Stats with current gear and level don't have much impact as with i130 at level 50. You can say it's comparable with i90 at level 50.
Doesn't mean you can't optimise if you wish.
Spellspeed right now has a small effect on HoTs. But as one stance doesn't use HoTs at all, spell speed isn't as valuable compared to piety, crit and det.
In a nutshell; you can't go wrong with piety and determination. Crit would potentially be better than spellspeed as both stances benefit from it, unlike Spellspeed - for all you Nocturnal sect haters, let's forget about personal opinions about the sect for this particular topic.
Tldr; piety/det >>> crit >> spellspeed
What's a nocturnal sect?
I agree with most ppl that SpellSpeed is not worth it as a heal, neither its cast-time-reduction nor havnt I seen anything in detail concerning how it affects HoTs/DoTs (yes it does, but to what extend is not (yet) known to me :X).
I read somewhere on reddit (forgot to bookmark the thread) that DTR scales quite bad at the moment. So I'll stick with crit.
However this is somewhat of an preference issue, overall I'd say:
Crit>=DTR>>>PIE>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>SpellSpeed
