    I'm not sure.. maybe it all the sites I'm loking are just giving me the 'optimal' rank and not the actual lvl it's learned.

    Yeah some abilities aren't available at their optimal level for their main class. Kind of like how Rage of Halone is a level 30 ability from Gladiator but can't be obtained until the level 36 quest.

    Done my r36 quest already and that allowed for purchasing of 'Perfection' .. plus I've already bought everything CRP marks has to offer.
