It's a primal.. in the lore. But it'll be set up like a raid.
You raid INSIDE this primal.
And no I'm pretty sure Bizzy Ex and Ravvy Ex aren't required.

Binding Coil didn't need anything but the main story up to 2.0 in order to do it. Same for CT raid if I'm right. So you should be fine.
And yes lore-wise Alexander is a Primal. Well, maybe an Eikon who knows currently at this point with wierd definitions and all that.
Eikons are simply the name Garleans use for Primals.
Alexander is the primal of the Goblins, and he himself is the raid. Fly down to his foot sometime in Dravanian Hinterlands. . . he's gonna be HUGE.

Not accorinding to kiddy Ascian when he starts off the Extreme Primal quest. Though that doesn't mean Alexander is an Eikon to the Allagan definition, but Allagan's do have a difference between a Primal (like most of who we have fought.) and Eikons (which apparently Odin is among)

Besides the mainstory, you needed to unlock and beat the 3 HM Primals (Ifrit, Garuda and Titan) after you finish "The Ultima Weapon" quest. These 3 quests are not part of the MSQ.
I refer to the Dungeon Finder classification of Dungeon, Trial, Raid, Guild Hest, PVP. Primal (HM+EX) fights are classified as Trials, together with certain other non-primal trials. Whether that fight is against some existence created by Aether, is a lore classification, not a content classification.
