Toadskin Pot Helm recipe level change or bug? Please assist.

I am a Leartherworker level 36 and Goldsmith level 38. I planned to level up on toadskin Pot helms since they are listed on multiple websites as level 40.

Since the recipes listed under synthesis only include recipes up to level 40 I cannot find out what level it is.

When I try to create the item under synthesis I get the message that reads:

"You decide to wait until you are more skilled to attempt this synthesis."

I realize that this means that it is not a level 40 synthesis.

Has anyone had success making this item?

Well, going off of the posts by others on YG, the Dodoskin one is likely r29 and the Leather one r39, which would make the Toadskin one r49, if I'm not mistaken. Unfortunately, my TAN is lower than yours, so I can't be more helpful.

That sounds feasible since I cannot do the synth at 37 letaher either. It's a shame that YG has it at 40. It's even more unusual that the Lodestone recipes only go up to level 40.
