    Unable to complete Main story quests HELP!

    I am unable to complete the main story quest because I need to finish Ifrit, Titan and Garuda on Hard. The problem is in order to unlock those trials I need to do that quest "A recurring problem" that is given to me by Minfilla.

    She used to have this quest when she was still in the Waking Sands but now that I've progressed far enough for the Scions to move to the Rising Stone she no longer offers the quest. Without it I can't unlock the trials and I cant continue!

    Any advice would be appreciated

    Nevermind the NPC is apparently in two places at once. If I go to the Waking sands she is still there as well as in Rising Stone. The waking sand Minfilla still has the quest. This should still be addressed anyway as it is definitely still a bug, Minfilla should drop the quest regardless of her physical location as long as the prerequisites are done.
