Delivery Moogle Quest issue

i completed the first set of moogle delivery quests, the last mission i completed was "Of Siblings and Side-whiskers". i want to continue the moogle quests, but the NPC moogle in limsa lominsa by the aetheryte crystal isn't there. did i miss something? i still have that aestician token from the last mission i did, but can't continue and it's driving me nuts.

what did i miss?

You are most likely missing or haven't done a pre-requisite quest. Or it can simply be that you aren't at the required moogle delivery level.

refer to this list ^ and see if there is any quest you didn't do. You might've missed some because they didn't appear due to not doing a quest from specific npc's

okay, so i checked it, and i did all the first set of missions except the mole one. i don't have any items from that quest, and the quest doesn't appear in my list of active quests. the pre-req quest has already been completed. not really sure what's going on. the NPC moogle by bulwark hall isn't there. i'm really at a loss
