Is it one of the ones Rein or Bay translated? I read all those and don't remember seeing anything concrete. Yoshi said they will remain as are through 1.19. I never seen him say what will happen to them at 1.20 though.

NoctisUmbra is completely correct. As it stands, +1 items are to become NQ, +3 to become HQ, and +2 are still up in the air, depending on how many are currently in circulation. But again, as some of you have already said, none of this is concrete yet, so choose your wording carefully when explaining this to other players. Else we might see more threads like this one pop up, haha.

Yes, that basics are just like you imagined, the goal is to combine as much as possible but at which line (+3 and +2 being HQ others being NQ) will have to be decided by adjusted by looking at the item circulation rate from logs.
I would like the +1,+2,+3's to stay the same for finished items. Only materials should be either NQ or HQ imo.

I have 8 crafts at 50. All I did was watch T.V. and spam standard for easy mode synths. Enjoy leveling those crafts in 1.19 and beyond everyone!
I would much rather just have normal and high quality versions of items/gear. +1,+2,+3 just sounds excessive and doesn't look, sound or feel too elegant to be honest. Keep it simple, nice and meaningful.
Thanks for the reply. I assume he isn't referring just to materials, but it's hard to know for sure. Either way I'm selling my +1's now because Gil will be Gil no matter what they change.
I just thought I'd toss it out there that originally when HQ drop items were condensed it went like this:
NQ > NQ
+1 > NQ
+2 > +3
+3 > +3
I think it wouldn't be too far fetched to assume they would do a similar combination here (If they are in fact set on combining the item grades). I just worry about people who have put out any kind of highway robbery for a HQ item if they are going to get screwed by this. Seems kind of unfair to both the +1 and +3 people.
Say an item's cost went like this: NQ:15k, +1:200k, +2:1mil, +3:10mil. Now all of the people who bought +1s just lost 185k (honestly in the grand scheme of things this probably isn't that much of a loss), but the people who bought +3s are suddenly joined by a bunch of people who got extremely discounted +3. Doesn't really seem fair for someone to have dropped so much money on a +3 to be one of the few people with a +3 to be stripped of that by everyone else who didn't drop so much money and settled for a +2 instead.

Well, as it stands, yes. The current thinking is to have the +2 items become HQ. But he also said they'll be reviewing the logs to see how many +2 items are in circulation. I'd imagine if there are too many of a certain item, they'll downgrade them to NQ to keep the HQ items rare. I'm hoping they do this on a case-by-case basis, seeing as how the amount of +2s can wildly fluctuate between different items.
Considering the example they gave of the cobalt armor, as well as the wording of his posts, the changes will be for all items.
I agree, it's not very fair at all. But we agreed to let them make radical changes, and with a change like this that I believe will be a good decision in the long run, we have to suffer the consequences. Considering there are probably less than 20,000 active players, this is a fairly small price to pay in the grand scheme of things for the game.
This should help server load alot and shift more focus to getting the hq items than before. A good decision for the games future imo
