Steps:
1) Walk up to Maelstrom Hunt Board
2) Find yourself unable to right click it (the mouse pointer doesn't even change to the interaction pointer)
3) Become frustrated

(It's worth noting that I'm the right rank, have completed the Hunt quest and am even able to interact with Adders and Flames' Hunt Boards, just not Maelstrom.)
