Behest levels not appropriate for camps

I'm rank 28. I was at Camp Horizon, which offers leves for rank 20. At 1 star, the mobs in those leves are rank 20. Please don't make Behest mobs at the same camp rank 39. That's idiotic, especially when I have to solo the Behest because no one else bothers with it.

Actually, Pitri is right. The Battle Warden shows up every half hour but you can only participate in a behest once an hour.

39 is appropriate. You will do leves there until you are rank 27-28 so the mobs should be 10 ranks above you for best sp. You cant ask to change the behest lvls cause you cant solo it at rank 20, its kinda selfish.
