For the love of me, I cannot find Tataramu anywhere in the circle (in the Observatory in Coerthas). The quest is the Ixali Beast Men Rank 6 Quest.

I did it two days ago, if my sense of orientation doesn't fail me, you should climb those stairs.


He's in the right room on the first floor.

If I recall correct, he's inside the second floor of the guard rooms. At the west entrance to the compound, there are stairs to the north leading to the guards rooms.

Or just follow the arrow above.

It's an old quest, done in the old ways. You have to take your time and scavenge every little detail of the place.

There were more quests like that that were changed with the ARR quest revamp, for example. You had to look for the Doma kids in Vesper Bay and it was just as hard at the time. :P You couldn't fly and the kids were VERY well hidden.

You know what? Maybe they should revamp the side quests once they finish adding the Duty Support to all of the dungeons and trials and stuff. At least the tribal quests. I hope they do it when they decide to add Adventurer Plate frames for them too as they did the Shadowbringers and Endwalker tribes.
