I can't access a main story quest - A Matter of Tradition

I am having the exact same problem as this:

The thread above was never responded too I can see, was it a duplicate of a bug that has a resolution?

After completing the Story Quest "Duty, Honor, Country" (http://uk.ign.com/wikis/ff14/Duty,_Honor,_Country) I am not able to start the next Story Quest, A Matter of Tradition, any more: http://uk.ign.com/wikis/ff14/A_Matter_of_Tradition

Steps:
During the quest "Duty, Honor, Country" I entered the Heart of the Sworn by talking to a Sultansworn Elite. I finished the quest, at which point the next main story quest, "A Matter of Tradition" became available from Owyne. I exited the building without taking on the quest, went to the inn at the Ul'dah Adventurer's Guild and logged off.

When I logged back in I did a few sidequests and guildleves before I noticed that I could no longer access the next main story quest. It doesn't appear in my journal or my recommendations list and the Sultansworn Elite I spoke to earlier is now gone. I can't access the Heart of the Sworn and I'm completely locked out of the main questline as a result.

Steps:
1. Checked recommended duty in Ul'dah and Thanalan areas
2. Talked to Momodi (no quest) and Bartholomew (no quest)
3. Found the following video: https://www.youtube.com/watch?v=jzhd8_V6XOc Time stamp 19:00 , I do not have access any more to the Heart of the Sworn room that is through the Royal Promenade in the Steps of Thal in Ul'dah.
4. Submitted ingame ticket. Was informed to post info on this form
