when a FC obtains a house, is the leader the only one with the rights to modify it and add/remove furniture, or can you give rank permissions to someone for that? also, do all fc members have a personal room within it or hows that work?

This is pretty straightforward.

Who can modify the house is decided by FC rank permissions that you set. Private chambers cost 300k gil a piece.

is the right to modify the house separate from the right to sell the house or the right to get rid of the house (assuming there are those permissions)

Also furnishing permissions are a drop-down menu, ranks can have no permissions, permission to only place, or permission to place and remove.
