It's not so much the cost, but what Fracture actually does. It doesn't do enough damage to justify being used, which is the problem. The high cost just gives an ability that there isn't a good reason to use another reason to not use it.
The TP cost can be left alone. It's the effects that need to be buffed.
Also, it's nice to see that the community team actually cares about the number-crunchy places in the forums. Too often I've seen the community team just ignore us.
