I'm actually kind of excited I got traction from nVidia on the issue and a ticket escalated to "level 2" I was hoping Klepp would come back here so I can get him to help since he has the issue as well on his quad Titan rig.

Well that's good news, I now suspect the problem does reside, at least in part, with Nvidia's drivers. Here's hoping for a solution!
I spent a few hours playing with SLi bits in Nvidia Inspector. These are what I came up with, fixes the hitching but caused major flickering with Name Plates.

Interestingly, while trying to fix the flicker, I found that changing the undefined SettingID: 0x0095DEF9 to a Setting Value of 0x00000030 the flicker was fixed, but performance suffered.
