Steps:
1. Talk to Storm Personnel Officer
2. Click on "Undertake supply and provisioning missions."
3. Click on "Expert Delivery".
4. Try to submit: On the Properties of Beastmen, Aquamarine Cross or Lapis Cross
5. Error: "Unable to complete delivery"
