This is a topic that I've discussed before, and I'm happy that the devs are finally realizing one of the many great faults of the guildleve system. A ticket system where you can save your leves actually goes well with a lot of the other design decisions that have been made for FF14.Regarding the feeling of "If I don't do my leves every day I'm at a disadvantage", we are examining a kind of ticket system to save leves, and are looking to implement those adjustments in patch 1.19
There has always been the theme of rewarding players for not playing so much - a kind of life saver for casual players. This is a pretty good concept in principle, as it helps to keep casual players from falling behind to much.
We can see that there are already game mechanics in place right now that utilize this concept:
Guardian Aspect: The more you don't use it, the more it regens, and then you can spend it for bonus SP gain on your leves.
Anima: The more you don't use it, the more it regens, and then you can spend it on fast and easy transportation.
Surplus System: If you level a class too much, you get diminished SP, so you are encouraged to slow down. (this should have been the other way around, more like a "rested SP' bonus like in WoW. But whatever, it's gonna be eliminated anyway).
However, we can clearly see that the concept of rewarding (or, "not punishing") casuals for not playing every day does not apply to leves. Once you miss out on a leve reset, you miss out for good, and there's nothing you can do about it.

I think the solution to this is fairly simple:
1. Let the player view all the leves available in any region at one time, NOT just 3 random ones.
2. Just like now, allow the player to accept any 8 guildleves every leve reset period.
3. Allow the player to save up to 24 leves at once, so that he can miss out on up to 3 reset periods if he doesn't have enough time to complete them all

This would allow players more freedom to do leve content at their own pace. Say, for instance, you really only have time to play on the weekends. Throughout the week, you can log on for about 15 minutes every leve reset period to pick up leves, and save them up. Then, when the weekend comes and you have a good 4-5 hours to play, you can do a weeks' worth of leves all on the weekend.
I really don't see any major disadvantage to this, or any kind of exploitable hole. If there is, please elaborate and explain below.
All this does is make the gap between time-availability between casuals and hardcores less apparent, which is a good thing. Leves in a "leve ticket" system still require skill to beat, so there is no argument there. We should strive to accommodate the game to all players of all time schedules. What we should not do, is dumb the game down. A leve ticket system encourages the former and not the latter.
