The sad thing is this is normal for everyone.
45+ minute queues as a healer because of this nonsense. I'd hate to hear how long DPS queues are.

Honestly though, in both cases, the collective time wasted (OVER AN HOUR) is better spent just running the dungeon properly in the first place. But hey, people are selfish and will gladly waste the time of 7/23 other people to get what they "need", plus the system is open to abuse at the moment.

This is really starting to annoy me as well. I mostly see it with CT, but it does happen on DR sometimes too. Something needs to be done about it, but what exactly I'm not too sure.
I had this same thing happen this morning when queuing up for Labyrinth, and sad thing is, I can't see no way around this. Can't remove Join In Progress because that'll make CT an even bigger troll haunt than it is now. Can't queue up with 24 people beforehand unless you go through a lot of unnecessary crap to get around it.
I've pinged for CT within 3 minutes but getting in is an entirely different story, and takes 10x the amount of time when I first got the confirmation.
I like what was proposed once upon a time: 30s before you can re-queue, which will build each time you withdraw.
