Legacy of Allag Fates Not Spawning?

I'm not sure why people are still complaining about this seeing as the spawn rates for these particular FATEs has been massively increased multiple times now. Whenever I'm in the area doing beast tribe dailies I see them pop multiple times. They take less than 10-15 mins to pop at the very most now.

Been waiting an hour for "Stopping the shakes" and have been clearing other fates as well during the wait.
No spawn.
This is an unresolved issue.

I've actually just come here to make the same comment. I am waiting for "The Storm Caller" to spawn and have been for the past hour. My other party member and I have gone around finishing up other FATES in the area to try to force it to spawn, but we've had no luck. I tried submitting a support ticket and they directed me here.

i've had no issue with stopping the shakes, but been waiting long for The Storm Caller.

1 hour 18 minutes and counting for this fate. Dumbest thing ever. "Making the Rounds" to the NW has spawned going on 3 times since I got here.

I don't even know where they are supposed to spawn, am in the orange area in the room with all the big round thingies and there is no mob or nothing, As I first entered somebody else came there too and immediately wentto the one in the middle and picked somethingup. It was just a little group that then went on through so maybe even did not need it.
So I stand there for an hour wondering about Horizon and stuff because if this is an indication of what comes now I am getting discouraged.

Has this quest been put in there to make people give up on the game????
I have stood for hours at the orange area and the quest just does not appear. Have fought the two fates on the sides of the one that is supposed to come out of sheer boredom.

The quest does not appear so what to do?
I guess going to customer service is a waste of time. They give you fifty automated answers that tell you nothing.
