I have been waiting here over an hour now for the FATE called "Making Waves" at the Sapsa Spawning Grounds, one of the first 2 FATEs to unlock Crystal Tower. During this period, the FATE has not popped. This is on Ultros server.

This is either the longest, trolliest FATE pop timer in the game, or it's broken. I know it has popped once, a group in my FC was able to do it earlier.
