Greetings,
Below is a comment from Hiroshi Minagawa in regards to a question about hotbar sets automatically switching.
As you’ve pointed out, there is a feature that will automatically change sets depending on if you weapon is drawn or sheathed if you turn on the customizable options for set selection when your weapon is drawn. The only minor issue I've had is if I start marking the next pack while my weapon is still out. Sometimes it will sheath the weapon and flip my bar back to bar 1. I've done it enough now to where I make sure my weapon is in a steady state. Seems like this can be avoided with your method since you are already using set 1 for marking.
If you don’t mind your sets not changing based on you weapon being drawn or sheathed, please use the below settings so that your sets are not automatically changed.
■Enable customization
□Hotbar 1 □Hotbar 5
■Hotbar 2 □Hotbar 6
■Hotbar 3 □Hotbar 7
■Hotbar 4 □Hotbar 8
□Enable customization for when weapon is drawn ←Uncheck this option
□Hotbar 1 □Hotbar 5
■Hotbar 2 □Hotbar 6
■Hotbar 3 □Hotbar 7
■Hotbar 4 □Hotbar 8
We will be adding an option to turn off automatic switching in patch 2.1, so you’ll be able to organize the sets you use independently for drawn and sheathed status and also not have them switch automatically.

you really only need to mark 1 target 90% of the time
I only ever mark targets if DD can't seem to figure out which one has the lowest HP. IMO, we really shouldn't ever have to mark targets.
That's right, target markers are a weakness.
I only mark using #1 then when about one skill chain rotation from it being dead, I switch to the next mob, start my rotation to get hate, then mark that #1 that gives the DD's time to know which mob to start attacking next, let's me build a little hate, and avoids a situation where I might change my mind which mob to attack next. I've seen many cases where marking is done, 1,2,3 but then for any number of reasons, we need to kill #3 before #2, or we get another add etc, this helps avoid confusion in this case. Plus, the game has a built in macro for attacking marked target #1, so no excuse for anyone attacking the wrong mob if I do this. This method seems to work best for my groups, and I've never had any complaints.
Doing Garuda with colorblind people, don't mark for OT..he'll figure it out one day. (sarcasm x10)
You know you can make macros that automatically target a mob with a specific mark? Very useful when dealing with for example, Twintania's adds and having to use Virus, can skip the targeting part completely.
I have a bar dedicated to marking. I only use it in group pugs and I tend to mark on the go (mid fight). Rarely have hard headed dd's, but when I do it doesn't really matter what I Mark. I just flash a bunch of times then target switch to spread the hate.
Marking with a controller is fairly easy tbh.
I like the OP's write up, but I only use that method for attacking and buffing, I manually switch for making, so when I cycle menus it's only stuff pertinent to the fight.
Same. I used to mark sleepers, but then I realized that that should be their job. I mark on the fly, why can't they?I only mark using #1 then when about one skill chain rotation from it being dead, I switch to the next mob, start my rotation to get hate, then mark that #1 that gives the DD's time to know which mob to start attacking next, let's me build a little hate, and avoids a situation where I might change my mind which mob to attack next.
