Grats! Next time you can actually safely craft a Normal Quality Vanya Silk. With your stats and the right skill rotation you can already HQ 2 Star gear w/ Normal Vanya Silk.I ended up making my vanya robe today. Had 348 craft, 348 control and 330 CP (372 w/ HQ bouillabaise).
The 2 star 40 durability item (vanya silk) was really tough. I followed the rotation but screwed up and had 10 durability left with slightly less than half progress, 90% HQ chance, and very little CP left. I took a gamble and used steady hands + rapid synthesis and thankfully it didn't fail and got me to finish.
The vanya silk robe material and subsequent robe of healing were much easier and were basically 100% HQ with this rotation.
100% HQ with all NQ Materials - Requires 340Craft, 340Control and 359CP(Use food)

Nice rotation but it includes too many high lvl cross class skills100% HQ with all NQ Materials - Requires 370CP

This is less quality for more CP.
Ingenuity II will give you no boost vs Ingenuity for control. It might give your first 2 careful synthesis II enough of a boost that you can finish the progress in 2 moves, otherwise it is a waste.
Innovation will give you less than it takes away. That's about a 3% boost to your BB vs a 7th step of IQ at a cost of 10% of your quality bar from that extra basic touch.
That macro is not 100% HQ. There is a small chance that your Innovation step will have Excellent condition, which means your BB will hit a Poor condition. When that happens, it's just a matter of chance if you get that HQ.
If you already have all lvl 50 crafting class, there's no need to boost your control. 347 Craft / 340 Control / 370 CP (w/ food) is enough to guarantee an HQ 2 Star. Besides, why would use all NQ materials if you can buy cheap HQ mats for crafting 2 Star gears. Even if you crafted a Normal Quality 40 Durability 2 Star item like Vanya Silk, you can still guarantee yourself an HQ 2 Star because the cheap HQ mats can already give you about 700+ Starting Quality.
Here's the skill rotation im currently using:

"Steady Hand II"
"Basic Touch"

318 Control is enough to get you about 2600-2700 quality, if you get all normal conditions. If you can get about 300 quality from starting with HQ materials, the minimum is enough for guaranteed HQ.
Thanks guys, I do a lot of crafting I know how to #1hqmat things. However I am interested in the rotation that Aph posted what control is needed for all NQ mats. I like keeping my gear as melded as possible for whenever new recipes come around. If I can save myself 500k from not having to meld my last 2 sets immediately it'd be awesome.
So tested this on my cul (yay for cheap t2 crafts) and with 326 control and no good conditions during any of the touches/byregots I ended @ 94% HQ.

Just crafted my 2 star gears with 363 Craftsmanship, 349 Control and 388 CP (W/ HQ CP Food) using Hasty Touch spam and finishing the Quality Phase with Byregot's Blessing.
Edit:
Both 40 and 80 Durability ended up with 100% HQ chance.
I'm more worried about getting DC'd while in the middle of crafting 2 star gears.

I just did Aphraell rotation with 332 craft/ 323 Control (All From My Accessories). In my opinion his method is really nice. My worst case scenario was 92%. I'm not too worried though. Having all 50 tradecraft gives me the ability of having a few guranteed HQ mats for the equipment. All my stats come from my accessories and belt because I don't feel like dropping gil on every profession. I did 15 Trials and got 100% Quality 80% of the time.
To answer your question on how much control we need. Use (Control food items) and do the rotation. Obviously you won't finish, but culinary has easy recipes. Calculate the differences and make a judgement call. The numbers will be different but should be proportional to the increase in control.
