Nothing new, helps protect your account against Chinese RMT.
This was an old security measure that they removed, but evidently brought it back (which is a very very good thing considering the current state of hacked accounts etc).
Basically the servers would check your IP adress, and if it is different to what is considered "trusted" then they would lock you out until you reset your password.
It can be a pain if you don't have a static IP adress or login from multiple computers, but once you have reset your password from multiple places then that message won't come up.
While that's helpful I highly doubt anyone from China has my password or even log-in name.
I do a virus check daily and my password as far from guessable, I make efforts to change it once a month max. I swear to God if someone spammed with my account I'll be pissed.

Yep, it's likely your IP. It will eventually stop sending you that message like Altena said.
SE has made so if you use a Security Token you will not have this problem. Procedures were first introduced in FFXI and are still in effextt there.
My bank does that sometimes with my debit card. Pain in the ass.
This is almost definitely what the issue is. If they see your account has only logged in every from IP ranges from New York, then you get a login from Beijing on your account..... *Star Trek Red Alert!*
Also, nobody is hackproof, even if you run virus software and surf smart. Be glad this happened, you'd likely have logged in to an account with your items and gil wiped out. Maybe even your characters.... unless you're trying to spoof your own IP for some reason.
I, for one, welcome this feature.
But I've had it since I started playing the game (a few days after launch).
