Crafting 100% Success 100% HQ 2 Star Items

CZ > IQ > CS II > WN > SH2 > Basic Touch x 5 > GS > SH > Ing II > Advanced Touch > GS > Byregots > CS II x 2

I personally use this rotation.
Stats needed for this rotation is 316 Craft, 335 Control and 365 CP.
With full Meld accessories/belt and non-meld AF set, you will sit on 333 Craft, 326 Control and 339 CP. Only stats need to be meld after accessories/belt is additional 9 Control into AF. Use HQ Pea Soup for +26CP.

There is one problem with this minimum stats. If you get a poor on the first Basic Touch, you will be little short in Quality(about 49 quality points) for 100% HQ 2 Stars.
To fight against this odd, two things you can do: get your Control to 342 or 1 of the Mats needs to be HQ.

I personally Meld my AF to reach 347/348(2stars mats requirement) Craft and 342 Control. And non are over meld. Off-hand is still 0 meld. I like to craft in my AF.

Hasty Touch - 10 Dura Left
Hasty Touch - 5 Dura Left - Waste Not 2 wears off
Manipulation
Steady Hand 2 - 15 Dura Left - I refresh it early to last until Byregot's Blessing
Great Strides - 25 Dura Left
Ingenuity 2 - 35 Dura Left
Innovation - by this point if all the hasty touches didn't fail I can have more than 1000 control
Byregot's Blessing - 25 Dura Left
Careful Synthesis 2 until craft complete

This takes note of the fact I have 360+ Craftmanship, 349 Control, 345 CP with all crafts, but for this rotation to work I also use the Bouilabaise food for the extra CP which is required to hit all these moves even with 345 CP.

The above rotation allows me to make any 2 star 40 durability craft to 100% HQ before I finish the craft.

I know this rotation is not for everyone as not everyone has every level 50 craft.

This isn't mine, but 5 Tier IV materia melded onto Vanya pieces is usually available for about 2 ~ 4 million gil on Gungnir's market board.

For battle classes yes. Item level 70s always go into tier 4s. There is nothing higher than Ilevel 55 for gather/crafting ones though, which are 10% for 4s, if that.

I guess I took it too far. I am working to refine it based on the suggestions people have given above.

Ouch tho. 300k to make an item that transforms into a materia that is typically on my server for 200k or less. I guess I should take my chances with ilvl 55 crafted battleclass gear.
