Aye, you can indeed.
The HoH versions aren't particularly special, but the Kinna Dancer and Gunbreaker weapons are quite nice, both having a dark fiery glow effect which looks particularly good on the Gunblade. You'll need floor 100 to get those, which is fairly easy with a group.
Sophia Chakrams....
Why am I not allowed this?
I want Ravana chakrams so bad...
Don't you mean you have to get 30/30 and 60/60 worth of stats? You don't need to get to floor 100. You only have an easier time getting bonuses when you're in higher floor sets.Aye, you can indeed.

Unhappy with how they implemented Mahjong? -> http://forum.square-enix.com/ffxiv/threads/381358-Mahjong-is-the-most-depressing-mini-game-you-ve-added-to-XIV
That was changed, not sure on HoH but PotD you just need 9 handles now and that requires 10/10 for 1.
Because the game is constantly adding new sets of weapons it eventually becomes unfeasible to release new jobs with weapons from every set ever released. When ARR released for example, there were I think 3 primals that rewarded weapons. So it wouldn't take many resources to make sure a new job's weapons was added to that content after the fact.
But now there are 20+ trials that reward weapons, not to mention Deep Dungeon, dungeon, tomestone, and crafted set weapons. The amount of work it takes to make sure all jobs have weapons from this back catalog of content is vastly higher than it was in ARR.
It might be a bummer, but eventually the task reaches critical mass and is no longer worth the effort for every job released.
A true paladin... will sheathe his sword.

If they kept to something like 'only the one previous expansions primals' or 'only ARR primals as a baseline' then it'd be more acceptable.
