Weird, I was having same problem with my lvl 15 GLD main story and class quests still when I wok up this morning. I got no 9000 message but no instance either, just a try duty finder again later.

Same here. Was using Return to get back to Ul'Dah and got 9000 error. Logged back in and no NA/EU World list showing.
