Seems to depend on the item, and the increase is definitely not linear.

At lvl50 mining nodes near Camp Bluefog for example, I have generally a 98-99% chance on those items with 413 base gathering.

Any crafting leve that requires you to turn in 3 items. This way you can turn in three HQ items, get crazy EXP, and generally continue on that same leve allowance to turn in more items afterwards...
