Running Windows 7? right-mouse click each ffxivlauncher.exe, ffxivboot.exe, ffxivupdater.exe and select properties at the bottom of the menu. You should see the following choices, see pic....

Try going to the "boot" directory in your final fantasy directory and right-click each .exe file and select unblock. This got me past the 10019.
