When I did lower levels, I would use Inner Quiet, Steady Hand, and Waste Not. Then Hasty Touch until they wear, then reapply Steady Hand and Waste Not and use Hasty Touch down to the last 5 or 10...

For Weaver, I skipped fleece entirely and leveled on flax based leves to 50. Just depends on if you want to use more leve allowances up is all. I thought it was worth the trade off personally.
