I would like to propose a change in the server merger idea.

The top 10 servers "active members (currently subbed)" should not have to move server, but only the 8 servers who are not in the top 10...

If you finish with 600 quality, you will have 10% chance of HQ, 800 = 50% and 1000 = 100% chance....
