The reason why Scholar is different is because they have an actual ability that is further enhanced by crits.
They do get Inner Beast though. They also have more than enough MP to cast Flash during each downtime after a Berserk.

Its not that WAR cooldowns are inferior, its that PLD cooldowns are exploits. Those PLDs "found" their cooldowns and they must be stopped!
