Skilled healers deal with these issues you speak of. Your intended change would also need to come with a nerf to healers as healers are already one of the most OP classes in PvP.

It took about 6 months of work to earn a "pretty snake" for most players. It shouldn't take more than 5 weeks for a new player now a days.
