I attempted this, with Private rank items, Second lieutenant Items and made an HQ Militia Scythe to try with that, Doing the Expert supply missions did nothing to progress my Provisioning or Supply...

Without even considering that aspect of it, they changed the entire supply and provisioning system from 1.0 but kept the achievements the same, that gear is nearly unobtainable as it stands now.
