Uh... no? It only shows up in the chat log when everyone has need/greed/passed, but you can check the Loot window to see what number you rolled superimposed over the icon of the loot.

Guildhests seem to be the best way to rack commendations up quickly (assuming you are pleasant and/or helpful), since they're incredibly short.

Maybe he meant that he got randomly assigned to an incomplete pre-made party? Like 3 people partied up and queued, and he got roulette-assigned to them.

This is my feeling too. Like it goes "Hmm, no one queuing manually for anything, but 4 people on random. First dungeon on the list... Sastasha!"

Or it's a free minion, barding, and mount as a reward for people acting like they've always acted: Nice and friendly.
