The achievement items are just as functional as the New ultimate tools is. the biggest difference? The new tools take skill, by creating HQ items on stuff that isnt exactly the easiest to HQ on...

You will most likely be better off waiting till a higher lvl before buying a weapon from a crafter, however~ unless you see them tinkering with materia, that may change things.
