Odd, I had a r/l friend transfer across while server was locked just a few days ago.
First day was wave 1 of 1.0 alpha, I spent 3hrs 15 mins making a character. First testing window was only 4 hours so I got to wander around Limsa/La Noscea a bit.
You can create a character on another server and then pay for a transfer. No servers are locked when you are paying to transfer. Hence these free transfers allowing people to further flock to Balmung.
Shouldn't NA players by the same logic have to take responsibility for their choice of playing on an EU server? It's double standards, simple as that.

Most populated, or at least most locked, is Balmung, which anyone on Chaos datacentre can now transfer to for free, making it even more oversubscribed. Free transfers to Chaos would even that out.
Actually in the beginning, servers were place names like Fabul, Besaid, Selbina etc. There were no locations attached to them.
