This can not be ISP's throtteling the games traffic for many reasons.
If it were, SE, with HUNDREDS of MILLIONS invested into the game would have certainly by now been able to sort it with them...

They are indeed still removing gil. 1/3rd of my gil was removed overnight from my character.
